From my limited and (thankfully) secondhand experience, that appears to be roughly what happens just as a result of the way that different levels of crimes get lumped together in terms of who is on what wing.

So if you are a murderer you are likely to end up with some pretty nasty people around you, if you are in for a driving offence, you are likely to be with other such people etc.
