First post so I apologise if this is in the wrong place!

I have a 1996 1.3 Fiesta Ghia that wont heat up inside.

The fans blow cold all the time, and also wont work on settings 1 and 2

Does anyone know if the heater pannel should have a cable attached to the back of each of the dial things on the circuit board? I have a cable on the heater setting dial, and one one the fan speed dial but nothing attached to the heat control dial.

I know the heater problem can be down to a problem at the matrix thing, but the heater panel has been removed and sprayed before I bought it, and the easy fix would be if something wasn't connected back up properly.
