Letting someone take a car when they have not fully paid for it is not good, regardless of who it is.

He told Matt that he wanted 6500+ for it, ideally 6700, and that if Matt didnt buy it then someone else was coming at the weekend who Phil had already agreed to sell it to for 6500.
In that situation, there is NO WAY I would have been offering the seller more than 6500 quid personally, as its blatant he is prepared to let it go for that.
And TBH I would have probably offered him 6300 or similar on the basis that most people will view 6300 in their hand as better than a promise off some bloke they will come and pay 6500 at a later date.
