This is not always the case there is an optimum inlet temperature, over cooling the inlet charge will make the ecu have to put the fuel in to match thus making it bad on fuel.
the cooler the charge the more fuel it needs
bigger cooler - colder air - more oxygen - ecu give more fuel(act sensor) - engine give more power...
