Sorry to hear that dude. My niece was born virtually deaf in both ears and she had a cochlear implant done after 12months on one side. Another year later and she seems to be fine, obviously a little bit behind than other kids her age but she's picking up noises, reacting etc, even starting to talk!!

Could be something your bro could look into if it is affecting both ears?
