Well it could of been a foolish move but at least now you know the turbo is ok.

I would probably try just putting a pipe straight from the compressor housing to the actuator (you need to block the return pipe off) and be careful how high it boosts as you really dont know until you take it down the road.

if it still does it you've probably got a weak actuator.
