yes i had that too. ive been plagued by ebay for money i dont owe. happened 2 years ago and still not resolved.
i opened a new ebay account and they shut it down as i was in breach of their policies as they reckon i still owe them money.

any complaint you make is dealt with an automated email thats totally unrelated and cannot be replied to.
no phone numbers either inc paypal another rip off ebay company
