The only problem there tabetha, is he has the cam dialled in so you can't really use a standard pulley to set it initially.
If i were you, i would ACCURATELY mark the bolt positions on the vernier, then return it to standard timing.
Then you need to spin the bottom end to TDC, set the woodruff key in the cam so it is at EXACTLY 6 o'clock, you should then find the belt fits into the teeth nicely.
Tension the belt, tighten the tensioner bolts, then slacken the vernier adjusting bolts and dial the timing back into the marks you made
