Part of my job is to deal with abandoned cars in Bristol for the council.

If its damaged or in a dangerous condition the police will do a "101" order which basically means its picked up and crushed unless it deemed to be of some value.

Otherwise the car would need to be checked by the council, and a notice put on it asking for it to be removed if it is on the public highway.

If we can trace an owner using the DVLA database then they are contacted.
If there is no response from them over a couple of weeks then the car is taken away and crushed.

If it is worth something then it will be stored in a pound for a little while, then if the owner doesn't come forward it is sold on.

Your best bet would be to contact your local council and report it as abandoned. U should be able to say to them that if they aren't able to trace the owner then you would be interested in purchasing the car.
U may then be offered to buy the car or request details of the relevant auction or location that it would go off to
