This van just rolled up in front of me while I was waiting outside turnpike lane tube station and parked on double yellows (no loading/unloading AT ANY TIME). Guy got out wearing jeans and casual jumper and walked off. I didnt see where he went cos I got picked up by the time I could see where he went to but I am pretty sure he went into the nearby cafe as he disappeared off the pavement.
