This is because the number refers to the size as an "aspect ratio". This number is the area of the exhaust/inlet (turbine/compressor side respectively) divided by the center of the particular wheel concerned to the centre of the exhaust / inlet.

Therefore, you can see that you cannot compare different housings, as although the a/r may be the same, it is achieved with vastly different figures.
