No mate.
A bleed valve leaks air off to make it look like there is less boost, a dawes device (MBC) doesnt leak any air at all, it merely blocks the air from getting to the actuator.
If you want to compare it to anything, its similar in operation to a set of air injectors, as its "bleed on" in nature not "bleed off"
