Until more criminals get a sentence, replacing those released eary and making prisons over-crowded again.

The country needs to quell the crime figures, thus meaning less people having to go to prison. Bringing back the death penalty for very serious crimes is 1 idea or building more prisons for the short-term is another, or as I said earlier: make more people to each room the norm. Take out their luxury items and create the room needed for the bedspace.

On a controversial note, you could bring in some 7-day shifts so you can double people up on the beds: whilst one is having a 12hr shift (inc meal times, recreation, working, etc) the other has access to the bed to sleep and vice-versa.

All have pros and cons, especially the death penalty.
