the master cylinders often 'go down' when the brakes are being bled. but try letting the brakes self bleed. fill up the fluid resivoir, then slacken one bleed nipple & let it dribble out untill theres no air, tighten nipple. (repeat at all brakes), if it's still the same i would replace m/cylinder.
