But lets say the cops did cathc up the the "innocent guy" tho - would he get done for abuse and/or leaving "the scene" (tho is it really a scene? There wasn' an accident or anything)

I mean, lets say one of the onlookers called the police, got the info a bit wrong, reported it and gave the peeps reg numbers - I know it's unlikely, but I am genuinely interested in what the legal point/stance would be here!!!!
