Well you won't get Nitrogen that way.
You'll get Hydrogen and Oxygen but certainly not enough to run an engine on, not even on tickover.
It'll cost more in petrol with the electrical load than he'll get back in H & O. It'd be a damn sight more efficient if he used salt water instead of de-ionised.
