if you time it up with a standard pulley and then swap to the vernier you are going to have the same problems - the vernier teeth won't line up

As has already been said without the right equipment you will be merely guessing

The ignition timing needs setting with the vernier on, as obviously the altered cam timing will also directly affect ignition timing being as the dizzy is driven by the cam.
