Default timing

Ive just fitted a camshaft to my head, and im trying to get the timing sorted out on it. Ive also put a kent vernier pulley on it. Ive tried to get the timing as firing on #1 cylinder and rocking on #4 cylinder, but the valves on #1 are slightly open, when looking at the distributer, which is # 1 and i take it its 1-3-4-2 firing order? Its seems to line up and look fine, but at this point the vernier mark isnt sitting at the top where the mark on the cylinder head is.

Any help appreciated.
