God thats old paint, basically when you spray the ground coat on, let it flash off, celullose does dry piss quick, so say 10 mins with a good bit of heat, then spray your laquer on. Then when you polish it a bit of 1500 wet flat paper or 2000 grit, then get some G3 or G6 compound and buff away, but dont expect miracles this is old skool paint.
