Its quite easy with a garage but it depends on the size of the house as you dont need permission within a certain distance of the house and a certain % size of the house.

As its not to be a dwelling Building regs wont be so strict. Planning is easy.... as long as its a pretty common thing in your area. Building regs is the fucker.. but like I say- not dwelling so no probs.
