write loads of letters to the counciler compalining about it
but don't put your name on it but signed it off as "a concerened resident"
after a month of sending letters every day, phone the local paper saying "the council are doing noting, even though we've sent them 20 letters" and then see how things go

just don't let the pikeys know it's you
