yes, a system low on refrigerant will be less efficient as i said, so the compressor will need to run longer to bring the temperature of the evaporator down. however, once it gets down to the point that the thermostat cuts it out, it will no longer run and so would not freeze up.

it can only ice up if the thermostat is set too low, the airflow is blocked, or the thermostat is no longer in the correct place. low refrigerant as a fault on it's own cannot cause icing
