Its in the T+C's mate when you sign up, then can reclaim money even when its cleared into your account without any permission from you.
I try not to use if possible, thing is, Ebay is full of folks who cant afford what they're bidding on, they're all signed up to Paypal so they can bang it on the CC and paypal is then the only way they can pay as they dont really have the money to send it another way
