because the fuel in a cold engine doesn't properly 'atomise' or 'dissolve' into the incoming air charge. so when it's compressed, it won't burn properly due to a local lean mixture around the spark plug (even though the overall ratio of air/fuel by mass could be correct). therefore you have to make a 'rich' mixture to get a good combustible mixture local to the ignition point.
