If i get someone in UK or not that i can't understand clearly and vice versa i cut them off and ring back until i get someone who can communicate in English.

I once had someone doing police style phonetic alphabet for things I WAS saying let alone them. When i asked her to transfer to someone else she said no. So down the phone went. This was my bank as well.
