no, if you go to a local DVLA office as soon as they process your documents onto the system you can put the old reg back on the car.
they no longer do a over the counter service.it still take a few weeks
they used to do it there and then but it was taking too long, so they binned the idea and now they will just let you do the paperwork but wont be able to transfer the reg til the documents come through the post or you go to the DVLA office to collect them
Funny cause I just did mine over the counter about a month ago. Maybe different DVLA offices have different lead times?
None of them do over the counter-same day reg transfers now,not sure when they stopped.
Just transfered one,took all docs/paperwork to local office,received updated Mot's/tax discs after 16 days
So plates can now go on,but no log books yet,says can take upto 8 weeks for those to come

i first noticed they stopped when i went to the Exeter office back in 2005 i think it was, but its been the same at bristol for a while too .
like i said they were complaining it was taking too long to serve customers as there were tons of cherished transfers a day.
i must admit every DVLA office ive been too has always been really long waits even when they done the over the counter service .
