You may well find your metering head is knackered, i had one that overfuelled on one cylinder. See if you can get the emissions down but if its reading eratically you could well need a new metering unit.

The cold start injector only operates when the key is held in the cranking position, so unplugging it wont make a difference because it doesnt spray fuel once the engine is running. And if its stuck open it will be because its knackered internally, not an electrical fault.
