Some hotels and resorts have that rule. Just like a restaurant may have a dress code and as said it's to keep away the 'yob' types AFAIK.
That's exactly it and as someone else said, has been going on for over 10 years. Theory is groups of "yobs" won't bother going as they only have shorts or will only wear shorts. Is a clever tactic and fine IMO for family based areas.
