open an internet page and go to
http://192.168.1.1 or
http://192.168.1.0 and it should open the router control page, the username and password will probably be admin and password, or admin and admin.
Here you can access everythign your router does. It will require username / password if your ISP does. basically if you used to "dial" into a broadband connection then it will need this info, cable modem connections don't need to.
Remote management should only be set to the other PC in the house in case your main one fails or you can't access the router for some reason.
You can setup the Wireless Encrytion Password in the wireless section of the router control page. Basically, if you are using a wireless network then this is essential. All you do is generate a passphrase, which will give a key. This will need to be used on any machine that is able to connect to your network wirelessly, either by letting windows control access to the wireless network, or the software that came with the network card.
My next door neighbour's daughter connects to my wireless network as her bedroom is right next to mine, and I have given her the key, she only uses MSN and the odd bit of web browsing, nothing that affects my bandwith at all.
If he can pick the signal up from across the road, it's a fair chance he's using your broadband connection
