Where I sat in that pic, we're directly above the old North Bank crowd, and there's definitely some atmosphere down there.

As for the rest of the place, it's definitely lacking more than a little something. Having said that, I've not been to any properly big games (ManU, Lpool, Chelsea, or Spurs) at the Emirates yet.
