Steve...to set the TPS up is just put it on turn it and let it spring into its position and then tighten screws..thats how i always done it!!!
This is the way that the technical tuning manual tell you to do it, though in my experience, this doesnt always give you the correct result.
Best is to set up with a multimeter if possible, else the above is second best.
