A Transit Connect can do 70 on the dual carriageway as it's a car derived van, the bigger Transit can do 70 if it has windows in the back. So it's only the larger vans with no windows in the back that are limited.
If it's a Transit ( Torneo) or other similar sized van BUILT AS A MINIBUS car speed limits apply, sticking windows in the back of a Transit won't make it legal to do 70 on a dual carriageway.
The lower speed rules apply to any goods vehicle over 2 tonnes max laden weight and no that doesn't mean if a full size Transit is empty it can do 70 it's the rated max weight not actual.
