Its not welded.
This is physically impossible as you would need to get to 900+ deg C
to melt alumininium


The cpu is bonded to the heatsink to improve heat transfer.

On some chips the heatsink CANNOT be removed without destroying the
CPU chip so best make sure it has failed !
