as for your servicing, what u trying to say is you more or less rebuild the engine every few months!!!! i dont think so!!
when u say service ie lube and water change!!!

when i do service mine, it get new filter, new oil filter, new cam belt, new rocker gasket, new sump gasket, new oil, water and new anti freeze, new fuel filter, spark plugs and leads!! and a once over on the rest of the car not just the engine.. i think thats classed as a service
so u expect people to come and tke their heads off if the car is running fine, then by taking the head off the HAVE to replace the head gasket and stretch bolts?? pretty pointless to me,,
where as the water pump and oil pump, yeah i agree bout em been 16+ years old, i never had the waterpump failure as i replaced it along with the oil pump when i rebuilt the engine but i DID have headgasket failure.
i think you cannot help you head gasket failing mate.. you can inspect a head gasket without taking the head off..

dont need to sound cockey or anything but need to get my opinion across
also a complete service (i.e a B service) ivolves stripping out and cleaning rear shoes, re-greasing and cleaning pads, maybe undersealing. not just an engine service
