right well at the weekend i put a boost gauge in and i only hit 4psi in 1,2 gears 4-5 in 3, and 6 in 4 and 8 in 5th.

sounds more like the penny sticking,not uncommon
take the actuator arm of the wastegate and see if it turns freely
what do u mean wen u say penny sticking?
inside the elbow theres a penny thats on the wastegate arm,it has been known for them to stick,penny usually comes loose and hits the outer wall of the elbow causing boost to be inconsistent,happened to my mates last year,took the elbow off and the penny was very lose,sometimes it would turn ok then depending how the penny was lying it would stick,just changed the elbow for a spare i had
