Drive by wire throttles have been in use for years and years now!!
Dump valves - hmm no connection I can see other than you would not on a modern car run a dump valve straight off the plenum. You would run it via a solenoid.
Idle speed control - You ALWAYS use a idle valve with drive by wire. In fact for the first 10-20% of air demand you might not even move the throttle plate and purely drive the engine from the IACV.
Traction control - you now talking about very basic traction control - as others have said you need braking on ALL wheels to make an impact on driveability.
Launch control - I can see potential here!!
Antilag - and again it would help you run Antilag!!
Emissions - on it own its not a massive improvement, but you can do things like leaving the throttle plate open and cutting the fuel in order to control emissions on over run without effecting how the car drives (for example).
Drivability control - There's a few examples above!
Cruise control - a great improvement over cable operated systems but then again these days a decent DSC system will engage the brakes to maintain speed precisely.
