It pisses me off so much that I full beam people now until they've passed or if they're behind me I put my rear fog light on to blind them instead. No fookin need for them to be on.
It's not as if they don't realise they're on: what with a fookin bright dash light telling them!!!
Plus most modern cars fog switch is connected through the headlights so once the headlights have been switched off it automatically cancels the fog indication: meaning they have to physically switch the fogs back on next time they get in and cannot "leave them on by accident".

Also while we're on about fogs: people who drive with their side lights and front fogs on! WTF !!! Stick your headlights on and there will be no need to have your fogs switched on in the first place

As for people in the rain: I can see the point there as if there's a lot of spray coming off the back of a vehicle then it can be difficult to see them without a brighter light..but no need for fronts to be on.
