You definately wont get a 195 section tyre over it, they are proper 8j rims! You'll need a 205 tyre at least, something like a falken that has a good shaped sidewall.
Arch mods will be pretty major aswell unless you want it sitting like a tractor!
We did this mod on my mates FRST about 6 years ago, spent a fortune on arch mods, coilovers etc and at the end of the day it wasnt perfect then, did sit better than any other attempt i've seen though

me too i had these on my s2 way back in 98, never sat right so had to low it 35mm i think. the wheels sat out of the arch aswell
had 205/40 yokohamma A510s ( any one remember these )
