hi, just wondering if anyone can help me...

i have a problem with my handbrake...it will not work properly..it does not lock the wheels...i have made sure the pins,etc are free...adjusted the handbrake cabel so it only goes four clicks..however it will not lock the wheels...can anyone help me sort this problem out
