I havnt seen it yet, but i assume it was near a pedestrian crossing? If it was, then he was right to give her the points as its more dangerous than speeding in my opinion.

Double yellows are a different story, but zig zags are put there for a genuine reason, with saftey in mind. Its so dangerous to park on a crossing as it restricts the view of drivers and pedestrians.
