The balasts are probably faulty.

If you cant get anything replaced by the person you bought them from give these guys a try. www.hids4u.co.uk I usually deal with a guy called ian (via email). he's really friendly and they will help you with replacement parts to fit what you've already got (you wont have to buy a complete kit again.)
