If all 4 wheels are on the ground it needs to be legit, you can use a tow dolly or similar were only two wheels are on the floor ok. I towed and been towed hundreds of times and never been stopped. Even sat on the chassis of a Reliant Schimitar with no body beign towed to the local weigh bridge 3 miles away
