Default Does tyre and wheel size really change the handling?

I have only done one proper track day so far in my car and I didn't really give it loads through the corners because of a fear of coming off the track. I thought it handled ok on 17's but Andy(ex)RST thinks that if I fitted 16's I would notice an improvement in the handling.

Is that true?

Reason I ask is I want to buy another set of wheels for track days and I don't know if I should get 16's or 17's. 16's would probably have the same 205 width of my 17's now.

I am also thinking about fitting 215/40 17's to use on the road. Would this be a bad idea?
