what do u need to build the strongest possible bottom end on a 1.6 cvh?

I keep giving my car mods to up the boost and now people are saying I can't run more than 15psi on standard rods when before it was the cooler which I changed to frontmount and before that it was fueling but now have different management so that's not the issue!
