Local authority/council? Unless that's private land (trading estate? carpet right etc?)

As it's in the middle of the road though...they'd just say you shouldn't have been driving over it...wouldn't they? If you wanted some £ back for damage...
If you wanted something done about it..
Theyll probably just come out and stick another bollard in it so people can't catch bits of their car on it
