Dont the ABS pressure pumps somtimes fail?? So the guy that had the car before you could have disconected the ABS completly with that green relay. Because of the failed ABS pump. This would probably put a light on the dash.

When the relay is conected can you hear the ABS pump work at any time??

This would probably explain your hard pedal and bad brakes!!
