They still work abroad though

The way it works is that every time you turn your mobile on it sends the IMEI number of the handset to the network and it's checked against the blacklist. If its on there it won't connect to the network. All the netowrks work from the same blacklist as well

and yes it is an offence to get the IMEI number re-written to a mobile phone
