Because its exactly that, external, meaning it vents to atmos rather than being part of the standard exhaust system. they have there own smaller exhaust pipe that vents either straight down or side exit or any other configuration etc.

Dunno to be honest, maybe because its an unsilenced pipe quite close to the turbo its the turbo you can hear, that combined with the gas venting through a small diameter pipe makes a bit of racket
