One thing that dog owners often seem to forget, is that even if there dog is perefctly tame and doesnt attack someone, its still not actually fair to have it running up to them in the first place if like your mrs they are scared of dogs, the fact it doesnt attack at the end doesnt make it any more right to scare her in the first place.
Yeah I don't like it when they allow big dogs to run up to her but you could argue we shouldn't be out walking where big dogs are if she's afraid of them.
