I agree the car should never have been parked there...

Its the kind of thing that annoys me, you're allowed to stop on most double yellows if you're just setting down and picking up but not parking, so you should accept the concenquences...

I've seen it done over here when people park on double yellows and block off buses and other traffic and then cause a half mile tailback in the town...
